Police Officer

The Belpre Municipal Civil Service Commission will hold a COMPETITIVE EXAMINATION for the of filling an eligibility list for the position of Police Officer. This is to complete a POOL of eligible candidates for a potential full-time position with corresponding benefits. Testing will be scheduled through Washington County Adult Technical Training Center. Successful applicants will receive a call from the center to schedule date and time for testing.

Rate of Pay:
$23.12 hourly based on Nov. 1, 2023 Pay Scales- adjusted for years of service

Eligibility requirements for applicants are:

  • 1. Be a U.S. citizen
  • 2. Be between the ages of 21 and 50 (can't turn 50 before being hired)
  • 3. Possess a valid Driver’s License
  • 4. Be a high school graduate or higher
  • 5. Possess NO criminal record/NO serious traffic offenses
  • 6. Be OPOTA certified prior to testing for position (with documents provided to Civil Service
  • Commission). No applicant will be tested without presentation of this documentation at
  • the time of application.
  • In addition to passing the Civil Service Examination, a successful applicant must be able to:
  • 1. Pass an in-depth background investigation (criminal, financial)
  • 2. Pass a polygraph test
  • 3. Submit to a psychological test
  • 4. Pass medical/physical examination (paid for by the City)

    Essential Functions of the Job
  • Drives patrol car or walks to patrol the city; pursues suspects on foot and observes and prevents violations of the law; investigates automobile accidents.
  • Physically restrains/subdues suspects as required.
  • Makes security checks on businesses and residential units.
  • Observes and apprehends violators of traffic laws and issues written citations and warnings.
  • Conduct or assists with investigations and /or responds to criminal and civil complaints (e.g. interviews witnesses, suspects, complainants, victims, etc..); watches for and makes investigations of wanted or missing persons and property.
  • Makes arrests as required by law; processes prisoners (e.g., fingerprinting, photographing, ect.).
  • Makes required reports and takes affidavits; maintains logs and ledgers.
  • Collects, analyzes, and interprets data received at the crime scene, collects and preserves evidence of crime scene (e.g., photographs, fingerprints, reconstructs crime, ect.).
  • Assists mentally ill or suicidal subjects in seeking treatment, etc..
  • Operates law enforcement equipment and instruments (e.g., patrol car computer, radio, firearms, speed measuring devices, breath testing equipment, related police tools, etc..); properly utilizes and maintains equipment.
  • Interviews and counsels parties in domestic disputes; interviews persons with complaints and inquiries.
  • Testifies in court through speech and demonstration.
  • Receives, assists and transmits emergency calls by radio or telephone.
  • Renders first aid and CPR at scenes of medical emergencies.
  • Maintains required licenses and certificates.

Laborer II Street/Water

$18.92 hourly salary based on 2024 Pay Schedule increasing to $19.87 on the 2025 Pay Schedule.

Requirements:
Applicant must hold a valid driver license; be a high school graduate or higher; have the ability to operate the following equipment backhoe, tractors, grader, roller, jackhammer, air compressor, dozer, trac-hoe, ditcher, sewer line camera, jetter, saws, drills, pumps, hand tools, mowers, sweeper, welder, light and heavy duty trucks, snow plow, salt spreader. (These items are just examples only and are not intended to be all inclusive. Those hired will be trained on the equipment listed above. You must have a passing score to be considered for the position. Hirees might encounter inherently hazardous or physically demanding working conditions. In accordance with the U.S. Department of Labor, physical demands strength ratings, this is considered heavy work.

WASTEWATER PLANT OPERATOR 1

Belpre Municipal Civil Service Commission is now accepting applications for the purpose of filling eligibility lists for the position of Wastewater Plant Operator 1. This is to fill at least one open position. Testing will be conducted at Washington County Career Center, Marietta, Ohio, at the offices of Adult Technical Training. Testing will be conducted by appointment only following successfully completing the application process. Successful applicants will be notified by letter with details of securing a testing appointment.

Requirements:
Employee must hold a valid Ohio EPA Class 1 or higher Wastewater Operator license. Applicants without a valid Ohio EPA Operator License will be accepted, but shall be required to obtain a valid Ohio EPA Class 1 license within 18 months of hiring date or face job termination according to AFSCME Contract, Article 27.1. Applicant must hold a valid driver license. Applicants should return completed application, fee, and a copy of the valid Ohio EPA Class 1 or higher Wastewater Operator
License (if held).

Pay is $22.42 hourly based on current pay schedule for a licensed Operator 1. If you do not have the license but willing to obtain in 18 months the pay is $20.65 until license is obtained.

Public Works Superintendent

QUALIFICATIONS:
An example of acceptable qualifications:
Completion of secondary education in engineering, construction management or related field or equivalent experience, with at least four (4) years experience and or training which includes supervisory experience, education, experience, and training which provides the required knowledge, skills and abilities.

LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid Ohio driver’s license, including the ability to be covered by the City’s insurance provider and must remain insurable under City’s vehicle insurance plan; must possess a valid State of Ohio Class II Waste Water Treatment license and willingness to pursue a class III license; must possess a valid State of Ohio Class I Water Distribution License.

EQUIPMENT OPERATED:
The following are examples only and are not intended to be all inclusive: Small power tools, modern business office equipment, pumps and motors, chlorinators, fluoride pumps, data logger, chart recorder, motor vehicles, equipment used in the operations and maintenance of water distribution and sewer collections.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
The employee: works in and around sewers and unsanitary conditions; works with chemicals; works around motorized equipment; is exposed to gas, noise, fumes, and wet walking surfaces; may work in inclement weather conditions (e.g., snow, sleet, rain, etc.); may be exposed to upset or hostile members of the general public.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered light work.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:
35% (1) Directs Public Works Department personnel functions; establishes organizational structure; recruits, interviews and recommends selection of candidates; evaluates performance of supervisory personnel; recommends commendation, suspensions, reductions, or dismissals of employees; enforces safety responsibilities.

40% (2) Directs Public Works Department operations: develops long range plans; allocates material resources; allocates personnel resources; determines work priorities; delegates work responsibilities to supervisory personnel; assigns tasks, provides direction and ensures work complies with organizational standards; researches equipment to be purchased for the Public Works Department and plans for water and wastewater equipment upgrades; updates City mapping and GPS/GIS systems.

20% (3) Establishes and maintains external relationships; communicates with vendors, local contractors, local businesses, engineers, other City departments, and general public to ensure efficient operation of public works.

5% (4) Prepares and maintains records, and prepares periodic reports and correspondence with outside agencies.

(5) Demonstrates regular and predictable attendance.

(6) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

(7) Performs any and all other related duties as assigned or directed in order to promote, further, and ensure the effective and efficient operation of the City of Belpre.
